Für bestimmte Zielgruppen und Aktionsbereiche hat die EU-Kommissison Änderungen festgelegt, die bei der Umsetzung des EU-Aktionsprogramms JUGEND ab 1.1.2005 wirksam sind. Unter anderem betrifft dies die Aktion 2 – Europäischer Freiwilligendienst. Auszüge aus Mitteilungen von JUGEND für Europa, der Deutschen Agentur für das EU-Aktionsprogramm JUGEND, und der Europäischen Kommission: (a) “ … Aktion 2: Jugendliche mit erhöhtem Förderbedarf Auch 2005 wird die Integration von Jugendlichen mit erhöhtem Förderbedarf thematischer Schwerpunkt bleiben. Um die Einbeziehung junger Menschen mit weniger Möglichkeiten zu fördern, wird es ab 2005 eine zusätzliche Festbetragsförderung für diese besondere Zielgruppe geben. Diese wird für Entsendeorganisationen pauschal 500 Euro pro Freiwillige/n und für Aufnahmeprojekte 250 Euro pro Dienstmonat betragen. Außerdem wird für diese Zielgruppe die obere Altersgrenze des Dienstbeginns im EFD auf 26 Jahre festgelegt. … “ (b) “ Inclusion of young people with fewer opportunities The Strategy for inclusion in the programme of young people with fewer opportunities will continue to be implemented in 2005. Capacity-building, training and networking for inclusion projects shall be improved through Action 5 and the cooperation of the SALTO Inclusion Resource Centre. http://www.salto-youth.net/inclusion/ As EVS remains the least accessible Action for young people with fewer opportunities, the following additional incentives for inclusion EVS projects have been introduced: young people with fewer opportunities may be 26 years old at the start of their voluntary activity if justified, a “reinforced mentorship” on the sending and the hosting side can be foreseen for the personal support of volunteers with fewer opportunities before, during and after the voluntary activity. grant applications for short term EVS projects involving young people in the sense of the inclusion strategy may be accepted by the National Agencies until one week before the regular selection committee. In 2005-2006 an inclusion seminar is foreseen in order to assess the implementation and achievements of the inclusion strategy. “
